Literature review

We conducted a literature review on participatory monitoring and existing PMRV approaches to identify strategies and conditions that support the development and implementation of sustainable PMRV in a REDD+ context. First, we reviewed the requirements of MRV for REDD+ to identify the type of data that PMRV would need to collect and any processes a PMRV system would need to follow. We then reviewed the participatory monitoring literature, summarized the lessons learned, examined when, where and how PMRV has been developed and implemented, and identified knowledge gaps. With Indonesia as our case study, we explored the feasibility of PMRV implementation and assessed how PMRV could be integrated into the national MRV system. We also examined the proposed national MRV system in Indonesia, compiled a database of REDD+ projects and conducted short interviews on how MRV has been conducted with selected project proponents.
